When the series started production the former director was already contracted/working on Boggiepop and others for Madhouse and rather then waiting to release the series next year, it was way cheaper to use one of their own small time animators who will be cheaper and get the job done faster. Knows that most casual fans don’t really care about the visual quality if there is perceived improvement. What did in one punch man was horrible mismanagement, the budget for both seasons is roughly about the same but it’s been 4 years, the season has already been delayed before. Like what you have to remember is that the majority of animators in Japan are freelancers.

Staff also took over for the konosuba movie later this year and that looks great and madhouse has been caught up in some shit for how they’ve been using employees which is why the overlord sequels have been pretty terrible. Well it’s not exactly the studio’s fault, J.C. That being said everyone should just watch Mob Psycho it’s written by the same author and has the animation dream team to rival that of OPM and more. Even if they were rehired for OPMS2, they still could have changed the director and made a shabbier product as Natsume Shingo is working on Boogiepop and most of OPM’s animators are studio BONES regulars. We shouldn’t forget Madhouse also produced the CGfest that is Overlord III. Sure, JC Staff isn’t able to get someone of his caliber and in OPM S2 the director’s seat fell on a newbie director who would never have been able to reproduce the first season’s magic. It’s a common thing to tie the quality of a production to the studio in the anime community, but in the case of OPM and Madhouse the driving factor behind the amazing work on the first season was the Director Natsume Shingo, a talented and well connected animator. I’d like to add a bit more context to how ridiculously lucky we were for the first season of OPM. Without his connections and his pulls for favors, they really can't get that number of gifted animators to work on it.

Basically Madhouse developed Season 1 in name only, it was more a passion project for a VERY well connected director that didn't return for season 2 because of prior obligations. It sucks but most studios are contracted pretty far in advance and like other people have said, Madhouse is one of Japan's best animation studios and on top of anime skyrocketing in popularity internationally, they're being even more sought after these last couple of years. The thing is that even if Madhouse kept it they wouldn't be able to devote enough skilled animators or directors because everyone is already contracted out to other projects.

Well the thing is the original animation was done by almost entirely freelance aniamators and prominent animators for other studios like Studio Bones (recently did Mob Psycho 100, ONE's other popular property, highly recommended by the way, cemented it in my top 3 anime, has a lot more depth than OPM imo).
